State Authorization & Professional Licensure Information
Out-of-State Students Interested in Online Degree Programs and Classes from Sitting Bull College

State and federal laws require colleges and universities to obtain authorization before offering online degree programs in states other than their own.

Sitting Bull College (SBC) participates in the State Authorization Reciprocity Agreements (SARA), which allows SBC to offer approved online programs to students in participating states and territories.

A list of SARA member states, districts, and territories, and additional details about state authorization, can be found here:

Student Attestation Forms

Students residing in a state or territory where an SBC program “does not meet” state licensure requirements but who intend to relocate to North Dakota or another state where SBC’s program “meets” state licensure requirements must complete and submit a Student Attestation Form prior to enrollment.

This form confirms that a student has been informed of the intended program’s professional licensure/certification status and, if applicable, the intent to relocate to a state where licensure is attainable.

Types of Disclosures
1. Public Disclosures General professional licensure disclosures are published on the SBC website.
2. Direct Disclosures SBC provides direct disclosures, managed jointly by Admissions, the Registrar and Compliance, under the following circumstances:

  • Applicants: When applying to a program designed to lead to professional licensure or certification, and SBC has determined that the program does not meet the educational requirements for licensure in the applicant’s current state or territory.
  •  Current Students: If SBC determines that the program’s curriculum no longer meets the requirements in a student’s current location. Notification will be provided within 14 days of this determination.
  • Program Change Requests: When a student requests to change SBC programs to one that leads to professional licensure of certification and SBC has determined that the program does not meet licensure requirements in the student’s state or territory.
  •  Change of Address: When a student submits an official change of address and the new location is in a state or territory where the program does not meet licensure requirements. Notification will be provided within 14 days of the SBC’s receipt of an official change of address.
